Tiamatalso known as the Polychromatic Dragon and the Mother of Dragonkind, is the goddess of Chromatic Dragons in Dungeons and Dragonsand as such is a centerpiece of the lore.
In the Great WheelTiamat was one of the first dragons created by Iothe overgod of the Dragon Godsbeing spawned at the same time as her brother, Bahamut who for whatever reason is stuck with only one head. The two took an instant hatred to each other, which is understandable as they're literally polar opposites in terms of morality, and have battled ceaselessly for dominance over dragonkind across the multiverse ever since. In the World Axisshe was created alongside her "brother" Bahamut when the Primordial Erek-Hus slew Iothe Father of Dragons, by chopping him in half lengthways with one stroke of a mountain-sized adamantine axe.
Rising from the corpse of her "father", she and Bahamut destroyed the Primordial, before turning on each other. This is why the two are such polar opposites in this continuity; each is an embodiment of one half of the diverse personality traits of Io. Where Bahamut represents the nobility and sense of justice his father had, Tiamat represents his other characteristics: avarice, pride, arrogance, and the raw power to get away with it.
Unlike her brother and father, Tiamat has five heads, with each head being of a different color White, Black, Green, Blue, and Red. She has the abilities of all of the Chromatic Dragonswith each head able to use its associated breath weapon, on top of her immense physical size and a massive, sting-tipped tail, like that of a wyvern.
She is a vain, greedy, lustful and arrogant goddess, expressing what would be extreme hubris if she weren't already a god. Though she is a paragon of dragon strengths, she shows few of their weaknesses; she is not impatient, nor overconfident when dealing with other gods. Her primary concern is the propagation and well-being of chromatic dragons as a whole, ensuring her children become owners of the world.
She believes this goal necessarily requires overthrowing the rule of Bahamut and establishing supremacy over metallic dragonkind. Like AnonymousTiamat never forgets and does not forgive.
Although she is not adverse to occasionally burning a village to the ground for the lulz, Tiamat is not exactly an making a solubility curve lab answers goddess; she is a long-term plotter and schemer, carefully manipulating others in Tzeentchian plots that are so subtle and so long-reaching that an enemy would likely find themselves unprepared even if they had foreknowledge of what she had planned years in advance, making her a deity of Just as planned.
In the Great WheelTiamat rules over a dominion called Azharula swathe of territory found within Nessus, the first layer of Baator at least in 5e. Nobody is quite sure why Asmodeus puts up with her there, but she remains there, and has even created a race of humanoid dragon -like fiends called Abishai to aid her in administering to the place. Her realm in this shared dominion, still called Azharulis located in the ravines and hewn out in the rock of Tytherion. Why the goddess of dragons lives underground and the lord of serpents in the highest reaches of the domain is the story of how Tiamat set up her realm.
After her defeat at the hands of Bahamut, Tiamat took a liking to Tytherion and set up shop there, chasing Zehir's followers to their bastions and temples, large buildings build above ground, leaving Tiamat with the rest. Though they wage no open war, Tiamat is constantly scheming against Zehir, planning on claiming the domain for herself one day. The splatbook on the Astral Sea even admits that both Zehir and Tiamat would be way happier if they just traded which halves of the dominion they inhabit, but they're too greedy and Stupid Evil to ever think of doing that.

For those of you upset that the changes make Tiamat too powerful, note that Greater Deity is FAR from the top rank of godhood in the Immortal's Handbook system, and I agree that the gods should fear dragons just as much as mortals do. Well, gods should fear dragon gods, at least.

The precise history of any god is difficult to determine, and the history of a dragon god doubly so. Never-the-less, certain details are known of Tiamat's history, as described below. While Tiamat's exact age is unknown, it is clear that her age falls somewhere between 2 and 4 million years.
Daughter to Io, she hatched from an egg, and did not spontaneously generate as some gods claim to have done. She was not spawned in response to belief from dragons, but instead exists independently of belief, obtaining the bulk of her power not from worship, but from the slow process of siphoning cosmic power from the universe itself. Her earliest history is unknown, however, while she was still young, somewhere in the vicinity of a mere 10, years old, she encountered and mated with an Elder God named Apsu, presumably falling in love with the dreaded being, who would later be bound within an interdimensional prison.
Over the course of a few centuries before Apsu was bound, she laid several clutches of eggs which would be the first chromatic dragons of each of the five colors. Over the eons, Tiamat has had many mates, and spawned not only many dragons, but also several abominations.
Though all this, however, she still pines after her first husband, and one day dreams to free him from his prison again. She suspects her brother Bahamut, the Platinum Dragonof being at least partially behind the fall of Apsu, and fights him and his progeny at every turn. However, without repeating what is said in Episode 9 pp very little information is given to deliver on the promise given above. Speaking generically those who know the module will be able to fill in the specificsthe PCs have the opportunity to acquire "assets" during the adventure that can neutralize the "assets" of their enemies.
If they acquire all of the assets then they should have a relatively easy run through to the climactic battle we have all been waiting for. A few encounters with skirmishes between the "assets" of both sides where the PCs can weigh in to tip the balance without draining too many resources and the party gets the idea that they are a small but vital part of greater things and away we go.
However, it is more than likely that they will not have been able to acquire all of the "assets" leaving unopposed enemy "assets". For example:. If the characters fail to get the metallic dragons on side a distinct possibilitythen the chromatic dragons are unopposed. Even assuming that there are only "dozens" of these and allowing that they will be of all different age categories, then either: they will make mincemeat of the PCs or destroy one or more of the allied factions.
Obviously, if they totally blow the acquisition of "assets" their chance of reaching the big final scene would be practically zero.
I am conscious that the question I am about to pose steers dangerously close to seeking opinions so I will be very specific. Devising some sort of rating system of asset vs asset taking into account their differential strengths and weaknesses and deriving a timeline of the battle so that there are more or less encounters with friends and foes for the party on the way to the battle with Tiamat and then, based on how long the party took to get there, the intervention at that point of allies and enemies.
As the DM it falls on you to decide how much you want to either adapt your world to the players and how much you want to allow the players to change the world. For example, you may have already decided that Tiamat is not ever going to rise in your world.
You may either "redo" or otherwise give the PCs another chance at an asset they have failed to acquire. For example no spoilers herethe PCs could need to save a village from an attack by a band of lizardmen. As a reward unknown to themthey will be given the Amulet of Gygax, a key asset to advancing the story.
Due to poor luck, and poor decisions, the lizardmen win and the PCs retreat. Rather than simply saying, "Well, you think you should try again, right? If you've decided that the PCs can affect the world, you might decide that the final battle is inevitable, but the PCs' success isn't.
At that point, the campaign becomes one of surviving in occupied territory and maybe plotting an overthrow. The three items you ask about really boil down to a question I think of "How can I make this story fun for the players without railroading them?
The biggest piece of guidance I can think of on that is to talk to your players about where they think they are in the game: "So Bob and I are preparing for the return of Lolth so when Tiamat shows up we'll have an ally.
The players had to cross the battlefield. To do this I created a random encounter table with 50 items that they would move through rolling a d6 between encounters. When the reached the end they reached the end they reached the Cult's fortress. With each encounter they could either engage it themselves or spend an asset to avoid it.
